A measurement plan your whole team can use

A measurement plan is not a list of every event you could track. It is a contract about what matters, who owns it, and how you will know if you moved the needle. Without that contract, teams argue over definitions, dashboards multiply, and no one trusts the numbers.
Begin with three questions. What is the one metric that defines success for this quarter? What are the three to five events that predict it? And who is responsible for each event being correct?
Once those answers are written down, the implementation becomes straightforward. The hard part is the agreement, not the code. Make the plan visible, review it monthly, and retire events that no longer serve a decision.
